May I ask what you're basing those conclusions on? Aside
from user-created mockups, there are no Plasma visuals
I'm aware of. And part of the stated agenda of the artists
working on the Oxygen icon theme and UI style for KDE 4 is
to get away from overly gaudy and colourful looks in favor
of a more mature and serene tone.

SVG is a vector graphics file format, not a school of
art or a fashion - it doesn't need to be curvy.

Anyhow, the discussion of whether KDE 4 needs a cursor
theme to go along with its updated visuals belongs on
the kde-artists mailing list, the audience of which
would also be tasked with implementing and/or chosing
it in synergy with their other efforts. It would also
be the forum in which to compile the list of what art
assets are to be shipped sum total with the release.
