yes it is.

There is no Qt4 template in stable KDevelop but there is one in KDevelop 3.4 
(not out yet).
If you want to create a qt4 project in KDevelop 3.3, you need to do the start 
files yourself. Don't forget to set the correct PATH pointing to qt4/bin so 
the right qmake is running.

If you want to get a KDE4 (not pure Qt4) template, you simply have to svn co 
kdesdk/kapptemplate and build that. Running kapptemplate will give you a 
choice of templates and number 5 choice is a nice KDE4 template to get yiou 
started in KDE4 development.
