The last changes in kdebase in branch_3.5 are causing that the panel i created 
and put in the upper right corner only goes behind the other windows if 
clicking in those windows titlebar and before was never needed to specificly 
click in the titlebar window, it was just needed to click in the window so 
that the panel could go behind that window.

Please reverse the changes in kdebase regarding this.
