No, that's not entirely correct.

KDE doesn't require $KDE_LANG to be set. The language setting is stored in 
the kdeglobals configuration file. $KDE_LANG is only used if you want to 
run one application in a language setting different than the KDE 
configured one.

Because the KDE Control Centre overrides them.
