I agree that this /might/ be a design decision, but I can't think of a
really great reason for it. I can't think of a case where I'd want
Kicker on top of a fullscreened app. I'm not saying there isn't a
reason

As far as I know, this shouldn't make a difference. Twinview
essentially simulates Xinerama, so KDE can't tell the difference, but
it doesn't really have to.
