Hi!
IMHO this is not a very helpful message (even if it's true)
"fuser -mv <device>" could give a hint which program is using tge device
something like
fuser -mv /dev/hdc
USER PID ACCESS COMMAND
/dev/hdc: kdesvn 22635 ..c.. bash
do not know where to post this as "bug/wish"
