For some reason I see a "really bad window" even instead of Configuration 
dialog (so I can't navigate to "Plugins"). The list of config pages on the 
left is empty and the right side is an empty widget too.

Kopete developers are aware of that, as I've been told that this was some 
kdelibs' change that broke things.

Btw, this "non-usable" config dialog appears only if there's no 
~/.kde/share/config/kopeterc. After I copied a KDE3 one, Config dialog began 
to work.
So perhaps this is a kopete bug...
