yes, it is.

Yes, it will the same configuration settings. However, you should be sure to 
specify the same settings in KDevelop as well. There is a page in the project 
options dialog that allows you to set the parameters to pass to configure 
when you need to run it. Just look around the various kdevelop project 
options and you should be able to set things up just as if you were doing all 
of this from console.
