Did you actually read the docs?

I find this:

QString's functions try to interpret the string according to the current=20
locale. The current locale is determined from the system at application=20
startup and can be changed by calling QLocale::setDefault(). If the string=
=20
cannot be interpreted according to the current locale, this function falls=
=20
back on the "C" locale.=20
