Actually kdesvn-build doesn't use snapshots by default (because that's way too 
much work for me), but the kdesvn-build Wiki strongly suggests using the 
snapshot, and gives a method how to do so.  The sample rc file also has the 
tip how to use the snapshot, so if you just copied the sample to 
~/.kdesvn-buildrc, you are using the snapshot.
