iirc, we talked about this on irc - some sort of daemon will be required to be 
able to remove the dependancy on KApplication for global accelerators on X11 
(ie to avoid needing an X11 event filter).

So, if we've got a daemon running, we may as well allow all global 
shortcut-allowed actions in running applications to be configured from one 
dialog, no?

Still i've got other concerns at the moment (like getting kdebase to 
compile...)
