For example running kcontrol as user, in kcontrol -> Look&feell -> Splash Screen, a user cant remove these themes, only as root.
In kcontrol -> System-> Theme Menagement a user can remove themes even running kcontrol as user, and that should be only possible to when runniing kcontrol as root.
