Are these the instructions you were following?

If so, they are a bit out of date.  You should use this address for kdelibs:
svn://anonsvn.kde.org/home/kde/branches/work/kdelibs4_snapshot

Also, there is no setup_env command.

Once you have that code directory, you will see that kdewidgets is a directory 
just below kdelibs4_snapshot.
