There are man pages for many of the command. It's up to your distribution to deal with installing it. Kman is nothing produced by KDE. You should contact that programs authors for information. All KDE documentation is available at docs.kde.org, where it is searchable, and all the installed handbooks for applications on your system should be available in KHelpcenter. Either the script in that page or Redhat itself clearly has some issues however, I can see just in the first dozen, commands that routinely have man pages installed on my system.
