No there isn't, and no there doesn't need to be one, those things are internal to KDE.

kioexec downloads remote files in order to give them to programs that can't handle urls,
so that if you associate e.g. xv with images, when you click on a PNG file over FTP or HTTP,
kioexec downloads the file into a tempfile and gives it to xv. If you associate xedit with
text files, kioexec even offers to reupload the modified tempfile after exiting xedit,
therefore offering network transparency even with programs which don't support it.
Oh, and yeah kioexec/README says all this already.

kded is the multi-purpose daemon, use "dcop kded" to see all the modules it loaded.

kdesktop handles the desktop - duh ;)

kman: I don't think this is part of kde; must be a debian thing.
