Yes, the DHCP ports. DHCP works on top of IP/UDP, with very specific
addresses and port numbers (0.0.0.0:68 to 255.255.255.255:67 when the
address is unknown).
You're probably mistaking DHCP with ARP, which is a non-IP protocol.
PS: IPv6 "fixes" the ARP problem by making the discovery protocol part of
ICMPv6.
