The bug is that per can't possibly know about the autoconf variable $datarootdir;
it should be expanded in the above command.

You seem to use unsermake, right? Did you make sure you had the latest? 

You're right, there is no recent change in either dcopidl or kdebase that would
create this problem, so it has to be related to unsermake [not that I can think
of a recent change there either].
