These warnings are indicative of the problem: you or your distribution
moved the files from where they should be. They have to be fixed.
The problem is not in KDE code.

Exactly. There's a file in your distribution that mentions /lib/libattr.la
by name, whereas that file has been moved (see the warnings).
Repeating: the problem is not in KDE code. Fix your installation please.
