Sure. So fix your setup. Or figure out what is wrong. There's two extra layers 
above the doxygen stuff that you are using: unsermake and whatever cruft 
debian puts in there. Here's what happens when I run the whole process by 
hand (clean builddir, you will note, and with arts already installed in the 
prefix so that configure can finish. There's no actual need to run configure, 
the tools will work fine straight from the srcdir, but this is probably 
closer to what your tools want):

beans$cd /tmp
beans$mkdir kdelibs
beans$cd kdelibs
beans$/mnt/src/kde-3.5/kdelibs/configure --prefix=/usr/local/kde-3.5
<configure output snipped>
beans$gmake apidox
<generating Qt tag file snipped -- you don't have this because you have no 
QTDIR set>
<generating dox for kdelibs snipped>

And it's done. Note that if unsermake or the debstuff does something foolish 
like calling make apidox in every subdirectory, then a lot of things are 
going to be generated twice -- once from the toplevel, and then once in every 
subdirectory. It will just take a long time.
