but not because of that: Here, configure.in and aclocal.m4 are newer than 
config.h.in (ls -lT output with UTC timestamps):

-rw-r--r--   1 lofi  lofi   398711 19 Jul 19:55:36 2005 aclocal.m4
-rw-r--r--   1 lofi  lofi    75998 19 Jul 19:55:34 2005 configure.in
-rw-r--r--   1 lofi  lofi     8248 19 Jul 19:47:19 2005 config.h.in

Adjusting config.h.in's timestamp to match aclocal.m4's avoids any auto* 
invocations.
