Subject:    can't get `make -f Makefile.cvs` to work

in the docs it says that after svn checkout of a package I should run `make -f 
Makefile.cvs`
This is the error I get:
shoffsta@hoffame:~/Documents/Projects/HiQ/hiq$ make -f Makefile.cvs
make: Makefile.cvs: No such file or directory
make: *** No rule to make target `Makefile.cvs'.  Stop.

do I need to get the Makefile.cvs from somewhere else?
or how does this work?
