as other replies already stated: Yes, KDE got such a thing, it's called
KPassivePopup and it's deeply integrated into KNotify.
The reason for my writing is, i recently changed KPassivePopup to be able to
look like a "balloon" (like a bubble in a comic). This will be included in
KDE 3.5.
