I see the property there:
$ svn pg svn:externals 
https://svn.kde.org/home/kde/branches/KDE/3.4/kdelibs
admin https://svn.kde.org/home/kde/branches/KDE/3.4/kde-common/admin

Are you sure you did the checkout correctly?
