Maurizio as someone suggested before why don't you setup your own project to implement the payment system that you're so enthusiastic about as a kind of parallel project. Its obvious from the discussion in this thread that you're never going to get that kind of payment system accepted by the KDE organisation. Although I admit it would be tricky to keep seperate source trees in sync you'd soon find that a lot of the (GPL'd) patches from your project would get integrated into the KDE source tree anyway. That way you could try out your idea completely seperate from the KDE project. Users would have a place to go to buy features and bug fixes on commission if that's really what they'd be inclined to do and developers would have a chance to try and earn some extra cash out of their KDE work if that's really what they'd be inclined to do.
