Did you look at KDE page with PayPal donations?

They are usually very small. Who would implement feature for 5 euros?

If someone wants to have a feature and have money, (s)he rather will
write directly to senior developer of module or will go to neighbour
programmer and will send a complete patch.

Better way would be donating money to KDE module. In this way they would
accumulate and module manager would decide where spend it.
