I'd guess the wish goes for something like what windows does with a 
rectangular button for the start menu. It looks like both Xandros and 
Linspire/Lindows does something like this. Since both of them uses KDE/Kicker 
perhaps you can figure out something usefull from their code.

I have not used any, only seen the screenshots, so how well it works I can't
