Have you tried setting the background to be Tiled instead of Scaled? I 
run a dual head with Xinerama and this works for me. Scaled is the 
default that is set when I change the background, and sometimes I 
forget to change it to Tiled before applying it and it spans both 
heads.

This is due to the fact that Xinerama makes all of the available 
screen space into one big screen. So there is, and is supposed to be,  
little distinction between the two heads.

If you are trying to use Xinerama it sounds to me like you do not have 
it setup correctly. It sounds to me like X is configured for dual 
head, but using each display independantly. If you have X set to use 
each head independantly you will be able to drag the cursor and 
possibly icons across the screens, but not the windows. That would 
explain the multiple occurances of khotkeys and X+KDE. Usually, to 
make sure that Xinerama is on there will be an option in the 
ServerLayout of your xorg.conf/XF86Config file of :

Option "Xinerama" "on"

I hope this helps, but I have ran dual head with Xinerama for a while 
and do not have these issues.
