IANAL, but - false for me. I am not sure if even "You can't use VisualC++ for 
developing LINUX-ONLY apps." is valid, since looks like there's no _ONLY_ word 
included in the sentence.

For me, 1.1 means that my applications need to _operate_ "in conjunction with 
any Microsoft operating system product.". And that's ok what I am doing - 
developing KDE app that compiled and runs natively on MS Windows. AFAIK, the 
fact that the code is portable to be easily compiled to working Linux or Mac 
OS X binaries, doesn't break known rules.
