Hello,

I'm not a developer and probably not what you wanted as a first answer, but 
anyway:

I have seen this exact behavior as well. I hesitated to report it because I 
wasn't sure as to when the usefull skip and overwrite-all options are 
displayed and when not, but as it is explained here seems to be the exact 
same way this works for me as well. Which means that any time i move files I 
don't get these options for some reason.
Maybe this is due to some considerations like 'a user would not want only 
parts of the files to be moved' or something but I hope it is not a desired 
behaviour and can be fixed.
