The standard Gentoo technique is editing the CXXFLAGS in /etc/make.conf (where 
you set the -O options and such.  The -f flag is a g++ option, so that's 
where you'd set it.

If using kdecvs-build, be sure to set it in the cxxflags option in the 
configuation as well.
