Bad expressed myself (ok, just mistook - hey: it was a long day :)
What i meant was to modify the css parser to allow something between ! 
important and nothing (no matter what it's called) that behave like important 
and overwrites the global settings (from external css files or definitions in 
the header) but not local definitions.
So in general the authors settings are overwritten, but not if he inline 
specified something special (this could become important as soon as the 
wyswyg editors start to avoid inline html tags and use style sheets instead, 
so <p style="font-weight:bold">Useless Text without any meaning</p> instead 
of <p><b>Bad code</b></p> - somewhen 2008 ;) - so thew author is not forced 
to mark his local definitions as !important.
