Kate includes a good set of plugins for working with XML, and can be 
configured to give drop-down completion of tags and attributes for the KDE 
DocBook DTD.  Please see http://i18n.kde.org/doc/tools.php for more 
information.

If you already have kate and the xml-plugin installed, you can enable the 
xml-plugin in kate by going to Settings -> Configure Kate.  Go to the Plugins 
option (in the left), and then make sure that Kate XML Completion and Kate 
XML Validation are checked, and click OK.

After enabling XML, there will be a new menu called XML.  Go to that menu and 
select Assign Meta DTD.  The File Open dialog will appear to allow you to 
choose a DTD.  Just go ahead and double-click kde-docbook.dtd.xml, and you 
should be ready to go.
