No, you'd just add it to your /etc/profile or simmilar, then it will be 
pre-loaded always. It would only affect apps usinng GTK.

Sure it would be possible, but good luck on getting the gnome developers to 
accept that patch into the main trunk :P And if it isn't in the main trunk 
then it probably won't be in the distro packages, and  if it isn't there or 
in the main trunk then it probably won't be used by many people.
