First of all you need artistic talent, without that don't except cool 
icons :-)

There are some great tools, I like very much. Vector vector drawing (SVG) you 
can use SodiPodi or InkScape, for the bitmap finishing touch use the GIMP. 
There isn't a KDE SVG editor that can compare to SodiPodi or InkScape as far 
as I know.
