Probably. I think if you take your ~/.kde/share/config/kdeglobals and copy it
to $KDEDIR/share/config, it will be used as the default whenever you create a
new user. Be careful, though, because there are other things stored in
kdeglobals. For best results create a new user, run KDE on that user and
change nothing but the color scheme, and you will have your new default
kdeglobals.
