They are being generated by uic, wich is the ui-compiler shipped with qt.
The ui-files are made with "qt designer" which is a graphical tool to design 
the layout.
Since I can't find any configui.ui file anywhere in kdenonbeta/kspell in my 
local cvs repository, I can't help you with the other problems.
