KDevelop is a program. It doesn't deal with dates, times or timezones. 
Do you mean programming?

If so, in which language? Using what toolkits? Have you tried QDateTime 
and QTime? Have you checked libc's timezone functions?

What server?

Don't convert. Just use the universal time or the Unix time and it 
should be enough.

How is this relevant to KDE development?
