Yes, that's how I found it in the first place.  I was confused because that 
version of flex didn't appear to be in Gentoo's portage tree.  To this day, 
emerge -p flex returns:

These are the packages that I would merge, in order:

Calculating dependencies ...done!
[ebuild   R   ] sys-devel/flex-2.5.4a-r5
