It's an alias and it is reserved in the sense of when you get a kde.org
address, you sort of 'represent' kde outside and thus you have to be trusted
so not to spread a bad image of KDE.
People with a kde.org address should not make political, religious, racist,...
comments, for example, using that address.
Once you've proved yourself having worked on KDE and willing to further work
on KDE, once you prove you understand what KDE is about, you can apply for a
KDE-based address. As for everything else in Open Source, it's done
implicitly by meritocracy and peer approval.
This is the strength of the Open Source system (see The Cathedral and the
Bazaar) and it allows anybody willing to do so to join and share the fun of
it. And it works!
Please do join and help and you will soon get peer approval, cvs access, kde
email address, hours of fun, hours of frustration, countless KDE 'e-friends'
all over the world and more!
