It is a source of common autoconf macros that are needed for at least two CVS modules. It exists so that fixes (to say, how Qt is detected) automatically propagate to everything that needs them. The master lives in the kde-common CVS module (as admin/acinclude.m4.in), and is automagically added to the admin directory if you do a CVS checkout/update of some other module). Note that there is access control on write to this, only a few people can commit changes: matz,lunakl,coolo,faure,mueller,hausmann,staikos,waba,adridg I just wish they were a bit more responsive to patches.
