Sounds like a problem with the DNS setup.
Try
http://80.232.38.131/
(www.kde.org)
If it works, check your DNS setup.
But this is highly offtopic on kde-devel.
I suggest you ask on www.linuxforen.de (assuming that you're a German speaker)
