Which font installer are you talking about? The KDE3.2 one? Did ./configure
of kdebase pickup fontconfig? If so, then "fc-cache" is run - either after
every 10th (I think) font, or about 2 seconds after the last font was
installed. (This is to save it having to be run 100 times when installing 100
fonts...)
I assume by "Doesn't the font installer cache" you mean its not recreating
the fonts.cache files? If so, fonts.dir and fonts.scale have nothing to do
with this - these are used by the old X font mechanism (i.e. non Xft).
fonts.cache should be created by "fc-cache", and this is run with no parameters - so
it should scan all font dirs.
