Is there perhaps a package: "cupsys-dev" that you need to install?

If not, then could you please post the relevant section of config.log.  E.G:

configure:35040: checking for cupsServer in -lcups

And, where are "libcups.so.2" and "cups.h" installed?

Do you have a file or link: "libcups.so"?
