Just for future reference in case others make the same mistake: It was my 
mistake: Konstruct defaults to including Alsa but I didn't have Alsa 
development files installed.  Silly me.  Installing them and rebuilding arts 
fixed the job.  Alternatively, enabling the OSS legacy interface for Alsa in 
the kernel also worked.
