As far as downloading goes, I'm pretty sure that the kdeextragear can only be 
downloaded from the KDE CVS repository.  http://developer.kde.org/ has 
instructions on how to go about doing that.

Also, KDE Extra Gear is split into two different CVS modules, kdeextragear-1 
and kdeextragear-2.  If you're only trying to download one application (for 
example, K3B), then it would probably be easier to simply see if there is a 
homepage for that application.
