OK
I missed it - the utility is kcharselect - but IMHO there is a good chance
that no one will find it.
I have bound kcharselect now to Alt+Shift+C like in kword but globally.
Does it make sense to ship this config with KDE?
OK- next argument
No one will find this hot-key either but the chances are better if kword is
familiar, but no one will be able or take the time to configure the hot keys.
