It seems to have been taken out.  If you like that behavior enough, then you 
can make it the default by going to KControl, then going to "Internet & 
Network", then going to "Web Browsing", then to "Web Behavior".  Click on the 
"Advanced Options" button in the "Tabbed Browsing" group, and you can make 
background tabs the default by checking "Open new tabs in the background".
