http://skyos.org/downloads/packages.php states
"Sources of applications/libraries which are distributed under the GPL or 
modified LGPL sources are available by CD order. 
 This CD will ship for € 12 (including shipping cost) to the entire world.
 Small sources (<5MB) are available by email order too."

At face value that seems to satisfy clause 3b of the GPL.
