If you are not in offline browsing mode,  I hope that this still always loads 
new versions of pages that have no-cache set. Dynamic sites rely on this 
header to present up-to-date information.

Isn't this how the existing cache strategy works? If it isn't then why not??? 
I would think that any image without the no-cache header would behave like 
this.
