it's been merged into the Properties dialog, where it really belongs... there 
is a little "configure" icon next to the file type in the Properties dialog 
that opens the file type dialog. since this is a relatively rarely used item 
and was confusing to many users where it was (not to mention bloated the 
context menus), i think this was a good move.
